"On 8th April 1917 (26th March by Old Calendar) 40 000 Estonians, including 12 000 Estonians soldiers stationed in St.Petersburg who took part of the march in military formation with battle flags, marched on the streets of St.Petersburg to demand the Russian Provisional government to create Governorate of Estonia and join the Northern part of Governorate of Livonia (today’s Southern Estonia) to Governorate of Estonia.
Organiser of the march was Arthur Vallner, a teacher, who lead the march, carrying the (at that point, future) flag of Estonia".
